The Cboe Volatility Index is how Wall Street measures anxiety. Lately it’s the gauge’s own plumbing that’s making people nervous.

It’s a recurrent claim — the VIX is rigged. It got a fresh airing Wednesday, when the index swung wildly just as derivatives on it were expiring. Billions of dollars are earned or lost as VIX futures settle. The concern is that owners of those wagers are willing to spend a few million to make them pay off.

The suspicions are only that, suspicions. Volatility markets are too complex for easy conclusions to be drawn, and reasonable explanations have been offered for the patterns. But strange-looking outcomes have happened enough on VIX settlement day that the debate keeps being revived.

Cboe Global Markets Inc. declined to comment. Last month, Cboe CEO Ed Tilly said at a conference that “the integrity of our VIX products and markets is paramount. And, if our regulatory team were to uncover any manipulation, it would be rooted out, swiftly and decisively. Period.”

First JPMorgan Chase. Then Goldman Sachs. Now, Wells Fargo wants to charge into the biggest asset management battleground, exchange-traded funds.

The San Francisco-based bank’s fund unit is considering launching its first ETF within three to six months, company executives said. Following the success of giants that went before, Wells is beefing up its quant credentials as it prepares to compete for a chunk of the $4.1 trillion ETF pie.

So far, Wells Fargo has launched one factor mutual fund with the help of Analytic. It’s a low-volatility strategy similar to those that dominated the smart beta landscape earlier this year before suffering a deluge of outflows. Since its inception at the end of October, about $26 million has flowed to the product.

Wells Fargo has also toyed with the idea of launching an active ETF. Such securities have been around for over a decade, and, mostly due to high fees, only have about 1 percent of total assets, data compiled by Bloomberg show. The bank is also looking at offering fixed income funds based on factors.

    Pinnacle Foods Inc (NYSE: PF) gained 8.8 percent to $60.04 after a 13-D filing from Jana Partners showed an increased stake in the comapny, from 1.42 million shares at the end of last quarter to 10.83 million shares, or a 9.3-percent stake.
    Associated Banc-Corp (NYSE: ASB) shares climbed 8.8 percent to $26.70 following upbeat Q1 earnings.
    OFG Bancorp (NYSE: OFG) gained 8.5 percent to $12.80 after reporting Q1 results.
    Cleveland-Cliffs Inc. (NYSE: CLF) climbed 7.5 percent to $7.73 following Q1 results.
    Seaspan Corporation (NYSE: SSW) shares climbed 6.7 percent to $7.50. Deutsche Bank upgraded Seaspan from Hold to Buy.
    General Electric Company (NYSE: GE) shares rose 4.6 percent to $14.63 after the company reported better-than-expected earnings for its first quarter.

    The retail bubble, so dubbed by Urban Outfitters’ (URBN) CEO, claimed another victim today, as Express (EXPR) became the latest retailer to get hammered after releasing its earnings.

    It wasn’t the earnings, so much, as the guidance that’s sinking Express’s shares.Express reported a profit of 28 cents, in line with analyst forecasts, but predicted earnings of 65 cents to 73 cents in 2017, below forecasts for 82 cents, according to FactSet. Shares of Express have dropped 11% to $9.51 today, while Urban Outfitters fell 2.6% to $24.75. The SPDR S&P Retail ETF (XRT) gained 1% to $42.38.

    MKM’s Roxanne Meyer sees tailwinds–and headwinds–for Express’s stock:

    There are several catalysts that have potential to support improving fundamentals, but more materially in 2H and beyond: 1) reduced SKU count (down 20% in women’s/10% in men’s), which means EXPR will be investing in greater depth instead of breadth; 2) benefits from new systems should begin to bear fruit in 2H; 3) potential sales lift from the loyalty program relaunch (realistically a 2H opportunity); 4) launch of petites online in spring and launch of a collection collaborated with Karlie Kloss in April (unclear as to how material a driver); and 5) lower IMU/AUC in 2H from sourcing initiatives. However, these are balanced by: 1) a down-trending Portofino tops collection, which we believe has historically been meaningful to 1Q results; 2) pressure from higher wages and incentive comp (will require a MSD comp to leverage SG&A); and 3) merchandise margin not expected to improve until 2H17, despite corrective actions to assortment (mainly driven by compares).

A simple comparison of the six largest US airlines gives an encouraging picture of the recovery.

Of course, investors should be aware that airlines legendarily compete head-on in most markets: United, for example, has just said that despite stronger-than-expected fourth quarter revenues, it will add capacity and match others’ low prices.
